Quick question. If a user logs into my server and downloads a folder. Is their a reason that they would only get 1 IP connection?

Let me explain. I have MAX ip connections set to 3...so if someone downloads a folder each IP connection will download a certain file within that folder..

Yet it seems that is the case sometimes and sometimes not...
A user would log in one day and get all 3 ip connections and obviously each connection runs at a decent speed. The user logs in another day yet only gets one ip connection and the download rate is extremely low....meaning they have to download 1 item at a time out of that folder...

Is their a reason behind this is all I'm wondering...or a quick fix? Just so users ALWAYS get the full 3 IP connections? I mean within the program the MAX connections are set to 3...but is their another means to make sure users get the full 3 connections? Becuase with only a sole ip connection their download rate is extremely slow and they complain.

Obviously they just see slow download speeds but I see that they only have 1 ip connection

Some FTP clients will use the same connection for downloads, others will open a new connection.
Please note that this all determined on the client side. The server does not have any control over this.
