My Ip adress keep changing, how can fix that?

To get a static IP address you must contact your ISP. Some ISP's only provide static IP addresses on request.

You should contact your ISP, the company that provides your internet connection.

You can try dyndns.org - a solution for those with a dynamic ip. Works well.
