On the "client" side? Their firewall won't block outgoing (to my ftp) ports...at least I can't imagine how. Not the outgoing ports, the incoming ports ! In port mode the client must open and forward all incoming ports to the pc where the ftp client is running on! That's why it PASV mode is recommen...

This is a typical firewall problem.
For port mode to work 'all' incoming ports on the client's firewall must be opened.

If the client doesn't support passive mode then you do not have to change anything to the server. It also supports port mode.
The FTP client software is leading and determines which mode will be used.

Server side includes only work for ASP pages. SHTML pages are not parsed by the server and will be sent "AS IS" to the browser.

Did you try to connect from another computer?
If that works then your firewall is correctly setup and it should be working correctly for everyone else too.

Your passive Ip addfrerss is not correctly configured. It should be your Internet IP address, not your local IP address. For local connections you should not connect using passive mode. Maybe they are blocked by the ISP or the user's spam filter?
If the files are succesfully send the remote SMTP server then it's out of control of the server.

Ask your webhost for the 'publish folder'
